  • Report by Steve Peers for the Swedish Institute for European Policy Studies.The principles governing the Schengen co-operation have been under review and in 2013 - after rather long and difficult negotiations - the EU institutions agreed on a new set of rules. The Future of the Schengen System, by Professor Steve Peers, analyses these rules and their significance for the free movement in the EU. The author also formulates recommendations as to how to ensure that the Schengen system will remain “transparent, effective, legitimate and compliant with human rights”.
